I have heard 是一个现在完成时的主句，表示过去或现在的行为对现在的影响；
the news that后接一个同位语从句，是对news 的解释说明，从句用过去完成时是因为从句行为是发生在主句动词之前的行为，主句用现在完成时，从句就用过去完成时

现在完成时，主句是I have heard the news，后面做宾语从句修饰news, 由于是过去的过去，所以用had won.
