I am an international student who attend university in 2000 then suspend my school at home and spend one year at another school,so that university notification me that I am drop out,but I am not go to university to procedure.Should I apply as transfer or fresh man?Thanks!

I am an international student. I attended university in 2000, but suspended school at home. Then I spent one year at another school, so that the university I took before notified me that I was dropped out. But I did not attend the university I am in now according to procedure. Should I apply as transfer or freshman? Thanks!
