后面两个短语——the economy in free fall 和a finacial system on the verge of collapse 是对于where we were in the last year 的补充说明，两个句子都省略了谓语is，你看懂了吗？
在正常的语句中，应当是这样表述的：when the economy is in free fall ; a financial system is on the verge of collapse.因为作状语所以省略了哦。

试想我们过去所处的困境，经济急速下滑，金融体系处于崩溃的边缘。政府采取有效措施稳定局势，帮助修复金融体系，降低信贷成本。
and 前半句 where we were (表示的是过去所处的境况) free fall(直线下降 -可翻译急速下滑) 其中 help repair the financial system & bring down 在这句话中是病句。 应该改为 helping repair & bringing down.
