按照英语的习惯，时间状语经常出现在句子的最后，并多为对全句的限定。故个人认为是对胡主席抵达绵阳这个主句的修饰。

如果只是为了修饰“幸存者”（根据句中alive翻译，若译为“遇难者”，则是dead），整个句子就有点狭隘了。
