"With Josef Fritzl now in custody and admitting his crimes, attention is now turning to how such terrifying abuse could have gone unnoticed in Austria for so long. Fritzl's daughter, Elizabeth, had been locked away in the basement for 24 years and sexually abused by her own father. She gave birth to 7 of his children, down in the slum. Yet the wife of the 73-year-old retired engineer maintained in the upstairs, she knew nothing about it. Fritzl himself has been placed in pre-trial detention. If he is convicted of rape, he faces the prospect of 15 years in prison."

The human rights organization Amnesty International has published a damning report on the police in Mozambic, accusing them of killing and torturing people. It says police officers responding to rising crime rates with often lethal force all almost never face criminal proceedings. Adam Mynott reports.
